Ура́д — орган выканаўчай улады (звычайна вышэйшы выканаўчы орган).
Узначальваецца кіраўніком дзяржавы (прэзідэнтам) або прэм'ер-міністрам (кіраўніком ураду, канцлерам, кіраўніком кабінету міністраў). Асноўная задача ўрада — праводзіць у жыццё законы, прынятыя вышэйшым заканадаўчым органам дзяржавы, гэта значыць парламентам. З гэтай мэтай урад або асобныя яго міністэрствы распрацоўваюць і прымаюць падзаконныя акты, напрыклад, пастановы. Урад можа звяртацца да парламента з ініцыятывай прыняць або змяніць закон.
