ගාන්ධාර රාජධානිය ප්රධාන වශයෙන් පැතිරී තිබුනේ පෙෂාවර් නිම්නය. පෝටෝහාර් සානුව සහ කාබුල් නදිය කේන්ද්රගත කරගෙනය. එහි ප්රධාන නගරයට වුයේ පුරැෂ පුරය හෙවත් පුරැෂයන්ගේ නගරයයි. (නූතන පෙෂාවර් නගරය) තවත් කළෙක තක්ෂිලාව ප්රධාන නගරය විය.
ගාන්ධාර රාජධානිය ක්රිස්තු පූර්ව පළමු සහශ්රයේ මුල් භාගයේ සිට ක්රිස්තු වර්ෂ එකොළොස් වන සියවස දක්වා අඛණ්ඩව පැවැතුණි. ක්රිස්තු වර්ෂ පළමු සියවසේ සිට පස්වන සියවස දක්වා වු කාලය තුළ ගාන්ධාර රාජ්යය එහි උපරිමයට ලගා විය. ඒ සදහා දායක වූ ප්රධාන පාලකයන් වුයේ බෞද්ධ නරපතියෙකු වූ කුෂාන්ය.
දසවන හා අකොලොස්වන ශතවර්ෂයේ හි එහි පාලනය මුස්ලිම් භක්තික අිරාජයන් අතට පත්වීමට ප්රථම එහි පාලනය හින්දු භක්තිකයන් වු ෂහි වරැන් අත විය. ෂහි ධන පදය ඉතිහාස කතෘ, අල්, බිරැනි විසින් හින්දු පාලකයන් හැදින්වීමට යොදා ගන්නා ලදි.
ෆස්නි හි මහමුද් එහි පාලනය ක්රිස්තු වර්ෂ 1021 දී අත්පත් කරගත් පසු ගාන්ධාර යන නාමය භාවිතයෙන් ඉවත් විය. මෝග් යුගයේ දී එම ප්රදේශය ලාහෝර් සි හෝ කාබුල් සිට පාලනය කෙරිනි. එම කාලයෙේදී ගාන්ධාර ප්රදේශය කාබුල් ප්රාන්තයේ කොටසක් විය.
