Maseru er hovudstaden i Lesotho.
Byen ligg ved Mohokare-elva, ved grensa til Sør-Afrika, og er den einaste større byen i Lesotho, med eit folketal på om lag 180 000 (2004). Han er òg hovudstad i Maseru-distriktet.

Maseru var ein liten handelsby då hovding Moshoeshoe I gjorde han til basotho-folket sin hovudstad i 1869. Han var hovudstad i det britiske protektoratet Basutoland frå 1869 til 1871 og frå 1884 til 1966, då Basutoland vart sjølvstendig og endra namn til Lesotho.
Lesothos nasjonaluniversitet ligg nær Maseru, i byen Roma. Ein internasjonal flyplass, Moshoeshoe internasjonale flyplass, ligg òg nær byen.
