On 2 Apryle 2003, Preses Ardzinba dismissed Lev Avidzba an appointit State Security Service Chairman Zurab Agumava as actin Destrict Head.
On 21 Februar 2007, afore the local elections, Preses Bagapsh temporarily prolangit Vladimir Avidzba tenur as Heid o the Destrict Admeenistration. Efter Avidzba wis re-electit, he wis permanently re-appointit on 21 Mairch.
On 12 Juin 2012, Preses Alexander Ankvab dismissed Avidzba for reachin the age o retirement, an awairdit him wi the order Akhdz-Apsha in the third degree for his lang govrenment service. On the same day, Ankvab appointit Heid o the Eddication Depairtment Zhuzhuna Bigvava as Avidzba's successor.
