„Главен щаб на Втори революционен окръг

До Почитаемото Правителство на Княжество България

Предвид на критическото и ужасно положение, в което изпадна българското население в битолския вилает след извършените опустошения и жестокости от турските войски и башибозук, предвид на туй, че тези опустошения и жестокости по систематичен начин продължават и не може да се предвиди докъде ще отидат, пред на туй още, че тук всичко българско рискува да изгине и се затрие без спомен от насилия, глад и настъпающата мизерия, Главният щаб счита за свой дълг да обърне внимание на Почитаемото Българско Правителство върху гибелните последици за българската нация, ако то не изпълни дълга си към своите единородни братя тук по един внушителен и активен начин, какъвто се налага от силата на обстоятествата и опасността, която грози общобългарското отечество днес. Вервайки че Почитаемото Правителство е достатъчно осветено за окончателното опустошение на вилаета ни, считаме за ненужно тук да повтаряме фактите с подробностите им, а ще се отганичим само да резюмираме в няколко точки създалото се положение и грозящите ни близки последствия от него...“
