As Spain leads Portugal based on the fair play rule for tiebreaker, isn't Spain therefore already guaranteed a spot in the Group of 16 (after both teams have played two games)? I mean, even if Iran beats Portugal and Spain loses to Morocco, Spain is guaranteed a spot in the Group of 16 by finishing in second place (they are currently in first place in their group as I write this)?
